Like most locked by goal decor items, you get one item "free" and if you want to purchase more of that same decor item, you must spend your gems to purchase additional ones.
This item is way near the end of your decor items under the design tab so keep scrolling until you find it.
The first one is free but any additionals will cost 10 Gems each.
